Dear Sir Samuel Wilson,
The enclosed letter from Sir Cecil Clementi will explain itself. I should be grateful if you could see me for a few minutes, but I can quite understand that the question of the claims of the Hong Kong University and Boxer Indemnity may be one which cannot be profitably discussed at the present juncture. In this connection I may perhaps mention that Sir Cecil sent a cable to the Secretary of State at the beginning of June and that the Secretary of State in reply, (I have seen a copy of the cable) though he could not hold out any hope of modifying the decision of H.M. Government with reference to the Indemnity, kindly said that he would be glad to see me and discuss the University generally.
I wrote to his Private Secretary announcing my arrival in London and stating that I awaited the pleasure of the Secretary of State.
I can easily arrange to be here until the end of next week, but should be glad to know whether the Secretary of State can see me before he leaves Town for the vacation or not.
